Regina’s North Central neighbourhood is an older inner-city area that was part of the original “Old 33” plan of subdivision for Regina. It started to take shape as a working-class neighbourhood for those working in the adjacent area now known as the Warehouse District. In the mid-1900s, people and industry expanded to other areas of the city which led to significant demographic changes in the neighbourhood. Over the years, it has become home to a significant part of the Indigenous population in Regina.

North Central has a strong and connected community. However, a long-term lack of investment in the area has contributed to numerous social and economic challenges including poverty, unemployment, low rates of home ownership, predatory landlords, crime and addiction. North Central also has a high presence of derelict or abandoned properties and vacant lots. After years of unkept promises, the City endeavors to take a more active role and work with community organizations, non-profits and residents to come up with solutions and uplift the community.

In response to these ongoing challenges, residents and community organizations have worked to improve conditions and the overall quality of life in the neighbourhood. The creation of a neighbourhood revitalization plan will recognize those efforts and build on them to support a positive path forward for North Central, its residents and those who work and play in the area.

It will be developed in collaboration with the community, building on the amazing work being done there.   • Background Research

    The project consultants have completed background research analyzing North Central's demographics and existing conditions including, but not limited to, land use, development, urban design, transportation and community services. With insights from existing City of Regina bylaws and policies, as well as relevant initiatives such as kâ-nâsihcikêwin, the City's Indigenous Framework, the research is an important resource and foundation for the project. This analysis and community engagement will help the City build on that foundation and chart a path forward.
