Saskatchewan Drive Improvement Project

The City of Regina is working to revitalize the City Centre to contribute to a vibrant community, economic prosperity and community safety and wellbeing.

Saskatchewan Drive is a key gateway into Regina’s City Centre. It is an important link to Downtown, core neighbourhoods like Cathedral and Heritage and destinations like Mosaic Stadium and the REAL District. The section of road we are focusing on stretches from McTavish Street to Winnipeg Street.

The Saskatchewan Drive Improvement Project (formerly the Saskatchewan Drive Corridor) is a priority due to aging and deteriorating infrastructure, increasing traffic volumes and lack of safe pedestrian travel areas. The aim is to also improve the function, safety, connectivity, land use and overall beautification of Saskatchewan Drive. The Project will create a better experience for all users and support investment and redevelopment to create more vibrancy along the corridor.

This Project looks to transform Saskatchewan Drive into a Grand Avenue and multi-modal corridor. A Grand Avenue is a gateway in and out of a key area of our city, which may feature robust landscaping, street furniture and enhanced design and public realm. The project team developed a Draft Saskatchewan Drive Corridor Plan, which required Council approval.

Since being approved by City Council on July 9, 2023, the Project is scheduled to move forward in three design and construction phases:
  • Phase I: Heritage neighbourhood section of Saskatchewan Drive Corridor
  • Phase II: Downtown section of Saskatchewan Drive Corridor
  • Phase III: Cathedral neighbourhood section of Saskatchewan Drive Corridor

  • Project Update – April 2026

    The Saskatchewan Drive Improvement Project (formerly the Saskatchewan Drive Corridor) is a long-term plan to improve the function, safety and overall beautification of Saskatchewan Drive. Upgrades are a priority due to aging infrastructure, increasing traffic volumes and lack of safe multimodal routes (several kinds of transportation) and pedestrian walkways.

    In 2025, the City completed the preliminary design of Phase I (Heritage) to widen the roadway and modernize underground infrastructure on Saskatchewan Drive from Winnipeg Street to Broad Street. This vision will support the growth and revitalization of the City Centre.

    Engagement for Final Design

    The City will be connecting with impacted businesses, property owners and adjacent residents during the final design phase in the summer and fall of 2026.

    Project Planning and Timelines

    Planning for this project began in 2019 with a wide public engagement but was put on hold in 2020 and 2021 during the COVID-19 pandemic. Public engagement continued in 2022 and 2023 with stakeholder consultation and a public open house. You can find the presentation from that open house here. Feedback from the engagement continues to inform the design phase of the project.

    On July 9, 2024, City Council approved the Corridor Plan to move in three design and construction phases:

    • Phase I: Heritage neighbourhood section of Saskatchewan Drive
    • Phase II: Downtown section of Saskatchewan Drive
    • Phase III: Cathedral neighbourhood section of Saskatchewan Drive 

    Saskatchewan Drive Upgrades Timeline

    Construction Updates

    Construction on the major upgrades to Saskatchewan Drive is subject to Council approval for budget and a public tender for the project. Details about construction timelines will be communicated when they are confirmed.

    Upgrades to the drainage pipes in the Heritage neighbourhood will happen before the major project begins and may have some temporary, minor impacts on the roadway. This work is important to prepare for the larger upgrade project.

    Details about the drainage project will be shared publicly here throughout the summer in advance of the work happening
