Neil Balkwill Civic Arts Centre Program Review

The Neil Balkwill Civic Arts Centre (NBCAC) is a long-standing art and cultural facility in Regina that offers a wide range of educational arts programming for all skill levels. As Administration prepares to develop a new operational program plan for the Centre, there is a desire to increase understanding of key audience needs and barriers to participation, including opportunities to improve programming, registration and engagement at the Centre. This data will help inform future programming priorities, audience development efforts and long-term organizational direction. 

Public participation will take place over a variety of opportunities through the end of 2026 with a final report expected in the first quarter of 2027

Why Your Input Matters

Registration for children’s classes remains strong and consistent. Adult programming is a key area for growth, with opportunities to improve enrolment by better aligning program types and scheduling with the needs of diverse participant groups.

Your feedback will help the City determine sentiment, what’s working, the areas for improvement and the development of long-term programming and service plans.
