Community Safety Zone

City Council approved the creation of a Community Safety Zone in the Cathedral neighbourhood on April 10, 2024. The 40 km/h speed limit in this Community Safety Zone became enforceable during the summer of 2024.

Since the implementation of the Community Safety Zone, indicators have shown positive safety trends in the neighbourhood. Statistics have shown a five per cent reduction in vehicle speeds and drivers are yielding to pedestrians 13 percent more.

Why Your Input Matters

The goal of the changes implemented in 2024 was to improve safety and reduce collisions for pedestrians, drivers and cyclists. After nearly two years, online survey results, meetings with interested and impacted parties, as well as traffic, enforcement and collision data will be used to determine the success of the Community Safety Zone and will inform future recommendations to potentially expand the approach to other neighbourhoods in Regina.

  • Seeking Feedback About the Cathedral Community Safety Zone

The City of Regina launched an online survey asking residents for feedback about the Community Safety Zone in the Cathedral neighbourhood.

The Cathedral neighbourhood was selected for a safety zone because it has a high volume of people walking and cycling and a unique mix of schools, daycares and commercial spaces. After nearly two years of being in place, the City wants to know how residents and businesses feel about the changes.

The safety zone was implemented in August 2024 as a part of the City’s Vision Zero framework. Vision Zero aims to improve safety and reduce collisions for pedestrians, drivers and cyclists. Between 2013 and 2023 there were 1,689 collisions in the Cathedral neighbourhood. Of those collisions, 34 involved pedestrians and 456 took place on 13th Avenue.

The online survey is open from June 24 to July 15, 2026. Survey results, as well as traffic, enforcement and collision data will be used to determine the success of the Community Safety Zone and will inform future recommendations to potentially expand the approach to other neighbourhoods in Regina.

  • Project Background

The City of Regina created its first Community Safety Zone in the Cathedral neighbourhood as part of its Vision Zero framework in 2024.

Community Safety Zones provide enhanced protection for all road users in higher-risk areas by implementing a reduced speed limit of 30 km/h, in addition to other road safety measures. The Cathedral neighbourhood was selected to be the first Community Safety Zone because it has a high volume of vulnerable road users and features a unique mix of land uses including schools, daycares and an active commercial centre.

The City developed the framework to improve safety for all road users in Regina, including pedestrians, drivers and cyclists, over five years (2024 to 2029). Vision Zero is a concept that uses a data-driven and safe systems approach to improve traffic safety in the community, with a goal of eliminating all injury and fatality collisions in the transportation network.
