A new indoor aquatics facility was prioritized in the City’s Recreation Master Plan and in July 2022, the feasibility study for the pool was presented to Executive Committee of Council. The feasibility study included community research and consultation. The project is also supported by a Community Advisory Committee.
The approved project budget is $160.7 million. The facility will be heated by geothermal energy.
The vision for the new facility is an accessible, inclusive and sustainable community destination that serves Regina residents and visitors for generations to come.

The feasibility study was presented to Executive Committee of Council in July. A motion was put forward to create a “Catalyst Committee” to explore locations, sequencing and financing for all major civic projects in the City Centre. While the feasibility study began with the Sportplex site as the proposed location for the facility, the Catalyst Committee will further explore the most appropriate site in relation to the other projects and will report back to Council with recommendations this winter.
Next steps for the indoor aquatics facility after the location selection include the design phases and further public engagement.
The City is working with external consultants hcma Architecture + Design, RC Strategies and P3A Architecture, who all bring extensive experience in aquatics facilities, engagement, planning and design.
The project is also being supported by a Community Advisory Committee (CAC). The CAC is made up of local members with broad knowledge and experience that represent various sport programs and interests in Regina. The role of the CAC is to act in an advisory capacity and provide input and feedback to assist the project team.
