We are excited to share the draft Vision and Design for Scarth Street Mall!
This has been influenced by the feedback we have received from Regina residents and local businesses through previous engagement opportunities, including the survey in 2023 and public pop-up sessions, online engagement, and consultations with occupants on the mall and community organizations in 2024.
The results of this research and review have determined that the space is best maintained as a pedestrian-only public space.
The image below shows the conceptual design proposed for the future Scarth Street Mall.
The conceptual design sets the direction for the future revitalization of Scarth Street Mall and identifies key elements, their approximate location, and the overall layout of the space.
To read more about the various inspirations and inputs to the design, more is included below in the News Feed.

Share your thoughts on the draft Vision and Conceptual Design through this Feedback tool between now and February 4, 2025.
The next phase of the project will further refine the design, the specific fixed components (like lighting, art, seating) as well as how the flexible spaces will operate and enable activities and events throughout the year.
CLOSED: This discussion has concluded. Thank you for your contributions.
Also please include programmable LED lighting to change the mood for specific downtown events (Pride Month, Rider Games, Canada Day, Nuit Blanche, FROST, etc.)

Looks great. Love the overhead lighting and increased tree planting. However, a PERMANENT FOUNTAIN right in the middle would beautiful, calming and the icing on the cake. Regina downtown lacks permanent water features.

Do not change anything until you get the budget under control and some debt paid off. The city can't just keep spending and going further into debt. We can't just keep increasing the debt!

Love the Design! this should be done to far more streets/maybe alleyways in our downtown, and the rest of the city!

Conceptual design looks good and with additional components it will be a well used area for downtown. Thank goodness the City finally listened to the city residents feedback to keep the status quo “Pedestrian traffic only” Good job!

Looks great! Glad to see that Scarth Street will remain a pedestrian only space. Nice to see a focused effort on improving our downtown.

The design looks fantastic. I am a large advocate for pedestrian infrastructure and I very much enjoy this conceptual design. I especially enjoy the addition of bike and scooter parking as I am also a large alternative transport advocate. Please consider more projects like this in the future!

I 100% approve of the decision to keep Scarth St as a pedestrian only space.
