Why does Regina need a Downtown Action Plan?

    The current Plan (Regina Neighbourhood Plan) was created in 2009 and is due for an update to address the current needs and context of the area. The updated plan will guide strategic actions and policy work over the next five years (2027 to 2031)

    Why is it important for the City to focus on improving the Downtown?

    Regina residents have a vested interest in what happens Downtown. A thriving Downtown creates excitement and optimism as a destination for residents and tourists. This area is also significant because it generates the highest concentration of municipal tax revenue. A thriving Downtown helps to fund the services residents rely on.

    What is the purpose of the Action Plan?

    The Action Plan will guide how the City can work strategically and in partnership with other businesses, organizations and community groups to bring more people Downtown. This means working together to create more attractive spaces anto bring investment, development and events that people want to attend.

    What is the City doing to address safety Downtown?

    The Regina Police Service (RPS) is responsible for public safety. The RPS runs the Alternative Response Officer program and the satellite office in the Cornwall Centre which are dedicated to Downtown safety. The City also has a Community Safety and Well-Being Plan which coordinates with sheltersRegina Transit also offers the Safe Bus program and the Night Stop program. 

    How has the City made progress on the original Downtown Neighbourhood Plan?

    The City has made progress on most actions from the original Downtown Neighbourhood Plan. Over the last 15 years there have been several programs, capital projects and improvements that connect with these actions. Some of those include making development easier, establishing Pat Fiacco Plaza, improvements to winter road and sidewalk maintenance and waste management, working with the Regina Downtown Business Improvement District on events, installation of murals and wayfinding signage, along with major capital infrastructure upgrades coordinated with utilities.  

    What role do other groups and businesses play in this Downtown Action plan?

    Revitalizing Downtown requires support and collaboration between the City and community partners. The Downtown Action Plan will help to identify opportunities for the Cityand external partners to work together to attract investment and provide events and activities for the community to come together.

    How does the City promote or encourage investment Downtown?

    The City has waived development permit application fees and removed development levies for the City Centre while investing in public infrastructure upgrades to build capacity to support growth. The City also offers a range of dedicated incentive programs to promote investment in housing, commercial business, heritage and arts and culture. These programs include the City Centre Incentive Program, the Office to Residential Conversion Program, the Heritage Incentive Program, the Housing Incentive program, the Community Investment Grants program and the Non-Profit Tax Exemption program.

    When will 11th Avenue be finished?

    This year, 2026, is the final year for the 11th Avenue Project. It is scheduled to be complete by the end of this construction season. Scarth Street will also remain open to maintain pedestrian access while portions of 11th Avenue are closed.

    What is happening with other Downtown projects, like Scarth Street?

    The Scarth Street Mall project has completed the functional design plan phase. For 2026 the City will continue maintenance work on Scarth Street and plant extra flowers in the planter. The City has also waived permit fees for patios in the City Centre to encourage restaurants to use the outdoor space. A request for funding to complete final design and construction work was deferred in the 2026 Budget. Those plans will be saved for a future year Work is intended to align with underground utility upgrades.
