Where is Centre Square?
Centre Square is a mixed-use neighbourhood located south of downtown. It connects the downtown with Wascana Centre.
Why does the City need a new plan or strategy for the Centre Square Neighbourhood?
It’s time for a refresh. The previous neighbourhood plan, which was repealed in 2024, was over 40 years old. It contained outdated information, did not provide relevant direction to guide future growth of the area and was not aligned with the City’s strategic priorities. As an established mixed-use neighbourhood adjacent to downtown and a high-growth area, Centre Square requires focused investment and careful planning to support additional housing and economic development.
Who is leading the planning study for this area?
The City is leading and has contracted a consulting team to support the delivery of the Centre Square Planning Study: M Richards and Associates, McGowan Russell Group and Urbanite Advisors. They have experience in strategic urban planning with specific insight into the needs of Canadian prairie cities.
Who will be part of the public engagement and consultation process?
Public consultation will include neighbourhood residents, local businesses, developers, educational institutions, employers, service providers and government agencies through focus groups, interviews, pop-up events and online surveys. Anyone who is interested in providing feedback may do so.
There is also a focus on engaging urban Indigenous communities, youth, newcomers and people with disabilities to develop an inclusive and accessible neighbourhood where people want to live, work and enjoy life.
How does this project align with the Official Community Plan?
The Official Community Plan (OCP) currently targets 30% of population growth in established neighbourhoods with a particular focus on encouraging more people to live within the City Centre. Revitalizing Centre Square for residential and mixed-use development is a key priority to support a vibrant downtown and City Centre.
What is the timeline for the Centre Square Planning Study?
The project will take place over the next year. The public consultation phase is anticipated to take place over the next five months. The project team will also be reviewing other inputs, including market perception, future, and development scenarios, in order to guide the planning direction in this neighbourhood.
When will the community start to see results and actions for the Centre Square Area?
The Study will be complete in 2026 with recommendations on advancing short and long-term actions to support redevelopment and investment in the area.
