Engagement Results: What We Learned

Engagement took place between February 14 and May 4, 2026.

Feedback was collected through online surveys targeting both residents and parking lot owners and tenants, as well as one-on-one meetings. The City also had one-on-one meetings with businesses, landowners, Regina Downtown Business Improvement District (RDBID) and Regina Warehouse Business Improvement District (RWBID).

Key takeaways:

  • Parking availability, proximity and cost strongly influence behaviour, as noted by business and parking lot owners, as well as some of the public feedback received.
  • There is significant concern from business owners and the BIDs that any changes to parking taxation may have unintended economic impacts. Those may include reduced competitiveness, lower visitation and pressure on City Centre businesses. Concerns were raised about fairness and implementation, particularly the inability to distinguish between different types of parking lots and varying redevelopment potential.
  • Interested and impacted parties say incentives and improving City Centre conditions may provide better support for redevelopment rather than taxation measures.
